奧地利爲位於歐洲阿爾卑斯山麓之國家;全國全面84,000平方公里,其中有三分之二屬山地,與台灣之土地資源分佈情況相類似。其遭受泥砂,崩坍困擾問題與台灣地區亦相近似。筆者於七十年七月間奉准前往奧地利考察其集水區經營與治理;本報告係將在短短二週考察期獲得之資料與觀感中,有關自然環境,防砂工程業務之行政管理與經費預算,以及治理技術作一槪略性之報導,並與台灣地區之現況作一比較。奧地利之防砂工程事業已有一百多年之歷史,雖然其在地理區位與基本問題上與台灣地區有所差異,但其所實施之工程技術及運用之學術理論等,值得國內之參攷者很多,希藉此報告之介紹能稍促進國內水土保持界對歐洲地區之防砂工程事業現況有所瞭解。提昇國內相關之技術與學術之研究。倘能因而促進國內與歐洲地區水土保持界技術及學術交流,則對今後國內水土保持事業之發展,更有所助益。 |
英文摘要 |
Austria, located in central Alps mountain range, is a mountainous contry in Europe. It has a total area of 84,000 km^2 and about two-third of total area is mountainous land. Though the geographic location and climatic conditions are different from those of Taiwan, the topographic feature and soil erosion are quite similar to those of Taiwan. The Austrias natural environment, sa-bo work administration, financial budgetting and technical affairs are briefly stated in this report, in accordance with the results of two-week observation trip done by writer in Austria last summer (1985), and the comparision between Austria and Taiwan to the sa-bo engineering is also made. The erosion problem and natural hazards caused by debris flow in Austria have had more than 100 years history, twice as much as that in Taiwan. The experiences and results of researches on sa-bo engineerings of Austria are more of less worthful to be described, they may also be applied in Taiwan. It is expected that this report may increase the engineers in the field of sa-bo work in Taiwan to understand the sa-bo work in European countries, thus to improve and or promote sa-bo engineering techniques in Taiwan. If the co- operation in exchange of technical know how and research theme between Taiwan and Europe countries is available in near feature, it will be a great advantage to the promotion of sa-bo engineerings in Taiwan. |
