本研究嘗試結合環境保護的驅動力(外部因素)與企業的環保文化(內部因素)等二個構念,探討其對企業的主動環境管理之影響。本研究將環境保護的驅動力之構念分成環境法規的要求、成本和競爭的需求、外部利害相關人的影響等三個構面;在企業的環境文化之構念則分成經理人的環境價值觀、高階主管的支持、員工參與環境保護等三個構面。 本研究調查台灣1000大制造業中,包括:傳統工業-紡織、造紙、水泥;基礎工業-化學材料、塑膠制品、橡膠制品、鋼鐵;技術密集工業-電子、資訊與通訊,實證外部、內部因素與主動的環境管理之間的相關性以及比較不同産業間其主動的環境管理是否有顯著性差異。在246個有效樣本中,研究發現:外部因素中之環保法規的要求、成本和競爭的需求、外部利害相關人的影響,顯著正向影響企業之主動的環境管理;內部因素中之經理人的環境價值觀、高階主管的支持,顯著正向影響企業之主動的環境管理;不同産業間其主動的環境管理上有顯著差異。

This investigation attempts to link the concepts of environmental protective drivers (external factors) and environmental protective culture (internal factors) to explore the influences on proactive environmental management. In this study, environmental protective drivers have three dimensions: regulatory demands, cost and competition requirements, and external stakeholder influences. The concept of environmental protective culture is further divided into another three dimensions: manager himself environmental protective values, top management supports, and employee participations in environmental protection. This study surveys 1,000 manufacturers in Taiwan (including those in traditional industries: textiles, paper making, cement; basic industries: chemical materials, plastic products, rubber products, steel; technology intensive industries: electronics, information, and communications) to explore the relations between external and internal factors, and proactive environmental management, as well as to compare the differences in proactive environmental management among different industries. From the 246 valid samples, this work demonstrates that regulatory demands, cost and competition requirements, external stakeholder influences, manager himself environmental protective values, and top management supports, all significantly influences proactive environmental management by firms. Proactive environmental management significantly differs among industries.
