永續發展是建構在經濟發展、環境保護及社會正義三大基礎上,強調經濟發展需求應與地球的承載能力取得協調,1990年代後逐漸形成共識,將成為21世紀人類活動的主軸。2002年9月第二次地球高峰會後,永續發展已從國際議題落實到在地實踐。各國深刻體驗:「地方政府是永續發展理念的重要實踐者,推動永續發展的成果與地方政府承諾與積極行動高度相關。」因此為全面推動永續發展,遂優先訂定「地方21世紀議程」,展開行動計畫規劃,以邁向地方永續。 從公共管理的觀點而言,推動地方永續發展工作,整體上是績效管理制度的循環運作,包括願景、形塑、目標設定、策略規劃、衡量指標律定、行動方案實施、執行監控與修正調整等推動動作,而公民參與在整體體系中所扮演角色議題,亦直接影響永續發展是否能有效推動;此外,績效管理制度的運作亦須有評鑑機制,如何評估績效管理體系的運作也一併探討。全文除提出理論架構外,並以國內國外實際例子作為輔佐說明。 |
英文摘要 |
On the basis of economic development, environmental protection and social justice, sustainable development, which emphasizes the balance between economical development and the capacity of the earth, has become a global consensus since the 1990s and will be the guiding philosophy in the 21st century. After the Earth Summit 2002, the concept of sustainable development has been realized locally. Many countries have recognized the fact that local governments play key roles in the practices of sustainable development and that the achievement of sustainable development hinges on the commitments and actions of local governments. In light of this, Local Agenda 21 has been formed as the guidelines for promoting and practicing local sustainable development. From the perspective of public management, local sustainable development is a circular operation of performance management, which includes the shaping of visions, setting objectives, strategic planning, identifying sustainable measures, implementation of action plans, monitoring and modifications. All these factors, as well as citizen participation, contribute to the success of local sustainable development. In addition, this article discusses how performance management should be evaluated as its success requires an evaluation mechanism. A theoretical framework is outlined in this paper and is supported by real cases both domestic and overseas. |
