自上世紀80年代中期以來,行政改革與政府再造的風潮席捲了東西方主要國家,至今仍然方興未艾。主要的原因在於許多國家都面臨一個相同的困境:財政日益困窘,而行政效率日益低落。伴隨政府再造的運動浪潮下,績效基礎預算的理論乃應運而生,以追求政府機關「撙節支出,提昇效能」的目標。近年來,績效衡量與評估已成為政府在面對信任危機與財政困窘的行政改革良方。 本文主要探討公部門績效衡量與評估的原則與技術。基本上,我們認為包括經濟、效率、效能、公平的四E模型相當適用於建構公部門績效評估的核心構面。公共服務的專業主義要求公務員應具備專業與判斷能力,來瞭解其所負責的組織部門或計畫的績效表現。而公部門績效評估的成功與否,不僅取決於指標的選擇;東取決於組織文化、透過教育訓練所建立的組織能力以及首長領導的支持。

英文摘要

The climate of administrative reform and government reengineering has swept the main countries in the East and West since the mid-1980s. The primary reason is that most countries are facing a similar dilemma resulted from the fiscal crisis and the administrative inefficiency. Under the movement of government reengineering, the performance-based budgeting theory attempts to create a government that works better and costs less. Most recently, performance measurement and evaluation have been key components of government reforms in many countries in reaction to loss of confidence in governments and budget stringency. This paper explores the principles and techniques of performance measurement and evaluation in public sectors. Basically, we argue that the 4E model, including economy, efficiency, effectiveness, and equity, is suitable to be used for constructing core dimensions of public agency's performance. Professionalism in public service demands that public servants should have the expertise and judgment to inquire into the performance of the organizations and programs for which they are responsible. The success of public sector's performance evaluation not only depends on the selection of measures, but also on the culture of the organization, organizational capacity established by education and training, and leadership support.
