一個優質的縣府團隊，必須具備「瞭解民意、貼近民意」之敏感度，除做好重要縣內建設及配合中央政策外，更需聆聽、感受民眾期盼的服務方向及需要，往往愈是民眾日常生活申辦的小事，才是他們關心的大事。民眾申辦之事項如牽涉若干機關，因機關間各司職掌業務，需依法定流程逐步完成，如能透過跨機關合作、突破傳統服務範疇，藉由各機關內部行政流程自行主動整合，將可達成減少民眾繁複申辦流程及往返機關間奔波不便之效。 「團結力量大」，本府推動稅捐、戶政、地政、消防及建設等5機關之跨機關合作機制，摒除機關間之本位主義，落實資源共享，不但可凝聚縣府團隊共識、有效活躍組織文化及提高績效，又可提升為民服務品質、建立縣府在民眾心中之服務新氣象。

A quality county government organization must be sensitive to public opinions and also closely adhere to these opinions. Besides assuring the quality of the developments within the county and implementing central government policies, more importantly are listening to the public's expectations of service needs. It is often the miscellaneous applications submitted that the public consider the most significant. Because the various government agencies are in charge of processing different applications and each application must be processed following set legal procedures. If the different government agencies can actively initiate the internal integration of the administrative process when multiple government agencies are required to process a given submitted application, the public would benefit greatly from the simplified procedures. ”Strength in numbers”, the county government prompts the cross-agency cooperation of the five agencies, Internal Revenue Services, Census, Land Administration, Fire Prevention and local development to eliminate agency sectionalism and fully institute resource-sharing. This not only coagulates the county government and increase productivity, it also improves the quality of service and introduces a new impression in the minds of the public.
