台灣10年來已經順利完成政府網路基礎建設與政府網路應用推廣等中程計畫，至今無論在提升效率及服務品質方面，已有相當具體的成果，並獲得國際組織的注意與肯定。繼電子化／網路化政府中程計畫（1998年至2000年）、電子化政府推動方案（2001年至2004年）及數位台彎e化政府計畫（2003年至2007年）後，行政院研考會規劃推動優質網路政府計畫（2008年至2011年），將以「增進公共服務價值，建立社會信賴與聯結」為願景，透過五大策略及十大旗艦計畫，結合中央與地方各級機關共同努力，預計達到「發展主動服務，創造優質生活」、「普及資訊服務，增進社會關懷」及「強化網路互動，擴大公民參與」等三大目標。本文將說明優質網路政府計畫規劃內容，俾利各界一窺全貌。

For the past ten years, Taiwan has implemented several mid-term e-government projects that focused on building up ICT infrastructure and delivering online services. So far, Taiwan has made much progress in improving the efficiency of government daily operations and better public services delivery. Some well-recognized international institutions gave high remarks on some of Taiwan's e-government progress. While the continuous efforts, including Electronic/Networked Government Program (1998 to 2000), e-Government Project (2001 to 2004) and e-Government sub-Project under e-Taiwan Program (2003 to 2007), are indispensable to transforming government, they are nevertheless sufficient. RDEC has further launched a new four year plan called ”Ubiquitous Network Government Project (1998 to 2111).” With the vision of enhancing public values and establishing trusted and connected society, this project includes 5 strategies and 10 flagship projects to reach 3 goals: 1) to provide proactive services to the public and to enrich citizen's quality of life; 2) to provide universal e-government services to citizens and help develop a caring society; 3) to strengthen citizens' interactions with government and enhance participation. It also calls for the collaboration of nationwide government agencies. This paper addresses the strategic planning review as well as the contents of this project with an aim at sharing information with the public.
