毒品犯再犯率居高不下，向為政府施政首要面對之難題。降低毒品再犯率，與資訊技術看似無立即關聯，然經了解相關問題、法規及流程後，發覺IT有甚大的參與空間。本文分析目前毒品危害防制工作推動成效不顯的問題，提出毒品成癮者資訊總歸戶的概念，整合、連貫衛生醫療、警政、法務、就業職訓及毒品危害防制中心之資訊，俾利戒治輔導工作之有效推動與決策之作成。同時，因資訊系統是不能單獨讓戒治工作之網絡有效運轉，政策面、業務面的變革及法規配合，方是成敗關鍵，本文亦提出多項懇切的建議。

Drug abuse problem is always ranked as one of the most tough issues of governments in the world. This issue seems to have no correlation with Information Technology (IT) at first glance; however, after a carefully study on the problems, procedure and the regulations of drug abuse, we found that IT can actually contrilbute a lot to the solution of this problem. This area includes building the information center of drug abuse offenders that collect all the valuable information from related ministries (or agencies) , as well as building the standard operation procedure (SOP) for Drug Abuse Prevention Center (DAPC) . The information collected and SOP are firmly helpful for the consoler of DAPC, who responses to conduct the offenders that set free from jail to rejoin the society without harm of drug. However, IT cannot make the network (of drug abuse prevention) work effectively alone. To reduce the rate of drug abuse recommitment, business policy facet is indeed the major factor to success, this article also bring out several solid suggestions on the strategy and policy facet.
