本文概觀芬蘭的成人教育、資訊與通訊科技教育(Information and Communication Technology;ICT)的現狀,以及圖書館如何協助成人教育的問題。由於1990年後的芬蘭對外出口放緩而導至經濟情勢蕭條,為增加國際經濟競爭力,芬蘭人開始接納資訊科技教育並視如同文化、語文教育般的重要,進而建立在成人教育、圖書館經營理念、平等教育及民主觀念上。為了推動資訊與通訊科技教育,圖書館積極的訓練專業圖書館員及投資電子器材設備,以提升ICT的發展及全民資訊素養。在芬蘭政府主導的財政補助下,成人教育課程也配合時代及社會變遷與時俱進,尤其是在ICT相關的資訊、媒體、電腦等的知識及操縱技術之發展,同時也加強ICT相關的教育課程與人員素質的培育,因此具有教育能力的圖書館員成為成人ICT教育推展的關鍵因素。

英文摘要

This article describes the current situations of adult education, information education, as well as the problems of how libraries can assist the adult and information educations in Finland. Especially after 1990, Finland's economic orders slump as export demand disappoints, in order to enhance international economic competitive powers, they have received the opportunity of science and technology educations. Such the education, together with cultural and linguistic education, established on the management philosophy, equal opportunity education and democratic concept, which are the origin of adult education.In order to promote the information and technology education, the libraries provide professional librarians and electronic devices, for enhancing ICT society and cultivating themselves. Under the government's support, these adult educations also adapt to reflection of times and to social changes, especially, ICT related knowledge and operative technique for information, media and computer. Finland enforces ICT related education aggressively under the responsibility of librarians with educational degrees.
