隨著全球都市對環境永續發展議題的重視,許多國家已開始大力推行綠廊道網絡之規劃,以連結都市內的開放空間與公園綠地,並創造出高度適意性的都市景觀。目前文獻在綠廊道網絡規劃著重於評估指標或景觀分析,忽略系統化的規劃方法。本研究目的在於建立都市綠廊道網絡期程規劃模式,產生綠廊道布設之發展期程方案,以解決實務規劃上時間與財務資源的限制。模式同時追求最大的網絡連結效益與最小的道路交通衝擊,並考量環境干擾、發展成本、網絡結構關係以及值域宣告等限制,在部份參數資訊不明確的情況下,建構為灰色多目標0-1規劃模式,經由本研究修改的灰色一階演算法求解,可產生多個發展期程替選方案供規劃者進行決策評估。本研究將模式應用於台北市,模式設計方案可增加最多410,649平方公尺的綠地面積,約0.15%的綠敷率,以及將既有綠地串連為網絡的效果。

英文摘要

Greenway networks have received increasing attention to solve natural landscape and human problems caused by land use and transportation development in urban areas. However, previous greenway studies mostly focused on evaluation index and landscape analyses and ignored creating systematical planning approach. This work presents a scheduling model for developing urban greenway networks based on the existing road network. The model maximizes network structure benefits and minimizes road traffic impacts simultaneously with the constraints of environmental interruptions, costs, network structure relationships and value limitations of decision variables. Additionally, parts of the parameters are designed as grey numbers to deal with the uncertainties in planning tasks. The model is designed as a grey multi-objective 0-1 programming model, solved by the grey one-stage algorithm developed in this study and applied in the case study of Taipei City. The alternative greenway network scheduling programs generated by the model are useful to inform the local planning process for integrating urban development, transportation system and landscape planning.
