Wang An-Shih is a controversial figure in Chinese political history. His Xi-Ning Reform Movement is on a grand scale, but it is difficult to conclude whether it is a more positive or negative influence. In the history of Classic of Poetry studies, Wang is well-known for his pride in his innovative interpretation, but his New Interpretation of the Classic of Poetry receives far more criticism than praise. In view of the fact that the New Interpretation is a product of the Xi-Ning Reform Movement, this study investigates its spirit and characteristics from the aspects of political history, academic history, and history of studies on Confucian classics. Besides the New Interpretation, this study also scrutinizes Wang's New Interpretation of the Rites of Zhou and the Collection of Wang An-Shi's Articles. The findings demonstrate that Wang An-Shi's intention of interpreting the Classic of Poetry with law is to carry out the imperial government's policy of unifying the interpretations of the Classic of Poetry.
