全球新興市場迅速萌芽,許多已開發國家之企業積極拓展市場,但因國際市場專案工程趨向大型化、複雜化,所需資金與技術密集,系統整合難度高,不同性質工程界面亦多,已非國內傳統顧問公司所能單獨負擔。因此,採用國際聯合承攬模式,尋求國外夥伴團隊合作為必然的出路。此模式下雖與合作夥伴共享資源、利潤分攤風險、技術傳承、專業分工等優點,但因成員間不同的文化背景以致嚴重影響執行成效,造成專案失敗。因此如何評估合作夥伴的風險與效益,為目前迫切之問題。有鑑於此,本研究以「多目標展望模式-MCPM」 (Multi Criteria Prospect Model-MCPM) 考量決策者風險偏好及效用之特性,應用模糊偏好關係 (Fuzzy Preference Relations,FPR) 進行評估,計算決策者風險容忍度;並透過決策者之機率權重函數 (Probability Weighting Function,PWF),配合效用函數 (Utility Function,UF),建立「國際聯合承攬專案之遴選夥伴決策模式」,協助決策者進行國際聯合承攬專案時,遴選最佳合作夥伴。以效用值作為評估準則,評估潛在合作夥伴的專案效益,提供工程顧問公司遴選夥伴決策輔助。此文以實際案例測試,可確切評估各潛在夥伴對專案之效益,進而求出國際聯合承攬專案之最佳合作夥伴。 |
英文摘要 |
Market opportunities in developing countries are growing and many companies in the construction industry are eager to identify and bid on international projects to maintain competitiveness and increase revenues and profitability. However, international projects require that firms provide a comprehensive set of strengths, which makes it difficult for individual firms to provide the most competitive funding and relevant skills. Therefore, traditional consulting companies cannot bid alone. However, the advantages of partnering with other companies in international joint ventures, such as the sharing of resources, risk, technology, and profits, may be counterbalanced by differences in culture background, which may negatively influence the effectiveness of a joint venture partnership. Therefore, evaluating the risks and benefits of partnering with a specific company in an international joint venture is of critical importance. This paper uses the Multi-Criteria Prospect Model (MCPM) to consider decision-maker risk preferences and characteristics. In the MCPM, the Fuzzy Preference Relations (FPR) method is used to identify the risk preferences of the decision maker. Finally, the probability weighting function and utility function are used to construct the International Joint Venture Partner Selection Model to assist decision makers to select suitable partners for international joint ventures. |
