政府自民國93 年起辦理縣市政府「橋梁維護管理作業評鑑」,用以提升橋梁管養品質,然而橋梁維護管理並非易事,交通部乃指示縣市政府辦理橋梁檢測作業之同時,應建立必要之品質管制、品質保證、外部稽核制度,用以確保橋梁基本、檢測及維修資料之正確性。本研究探討「品質保證」抽驗技巧,主要觀念是將地震、颱風豪雨等災害發生機率,以曝險指標 (Exposures Index) 排序,再據以執行分層隨機抽驗,期使曝險指標高的橋梁,有較高的被抽驗機率。案例顯示,採用曝險指標方式,能由抽驗技術層面的改進,解決隨機抽驗方式的缺失。達到橋梁檢測作業品質的提升。 |
英文摘要 |
In an effort to improve bridge safety for the public the government has implemented an initiative since the 93 rd Year of the Republic. The initiative is known as the “bridge maintenance work evaluation” and is jointly run by city and county government bodies. Itis aimed at improving the quality and maintenance of the bridges. However it is difficult to achieve an appropriate effectiveness level in the short term. In order to alleviate this problem, the Ministry of Transportation has proposed that during simultaneous operations between county and city governments, quality control (QC), quality assurance (QA) and auditing mechanisms should be in place. In addition correct information and data should be used in order to ensure the accuracy of the maintenance data. This investigation uses an exposures index with the probability of these disasters categorized and an analysis of stratified random sampling performed. Bridges with a higher value of the exposures index were more likely to be tested in this investigation. The case study in this investigation shows that using the exposures index is a more improved method in randomly selecting for bridge repairs and therefore improve the quality of bridge inspections. |
