台灣自85年首度辦理高鐵BOT案,後續紛紛採用促進民間參與公共建設方式(下稱促參)興辦基礎建設以提升國家競爭力;其中有成功,亦不乏失敗者。因相關文獻尚乏系統性地採用定量分析方法來研究台灣促參執行之問題,爰本研究先廣泛蒐集台灣產、官、學界等3類專家,共200份針對促參執行現況9個關鍵問題之有效問卷;並利用獨立樣本T檢定以確認促參執行迄今相關問題,供後續改善參考。復利用單因子變異數分析,證實3類專家們針對該等促參問題並未有顯著地不同意見。根據統計分析,專家們不認為:台灣官員具有辦理甄審最優申請人與管理促參之相關專業;同時亦未滿意台灣促參執行的績效。本研究建立的模式與結論可供後續研究提升台灣促參執行績效之依據。

英文摘要

Since Taiwan opened up ICB (international competitive bidding) for her first High Speed Rail BOT (Build-Operate-Transfer) project in 1996, many PPP (Public-Private Partnerships) infrastructure projects were subsequently launched by the authorities to enhance her national competitiveness. Among them, some are successful projects and some are failure. As quantitative analyses were rarely used by previous researchers to study the Taiwan’s PPP implementation issues, this study aimed to statistically analysis the current Taiwan’s PPP implementation data and to identify some of the PPP implementation issues for further improvement. A questionnaire survey was conducted. Expert inputs from private, public and academic sectors were solicited. After the data collected, the independent samples T-test was performed to verify whether or not these 200 experts agreed on the nine crucial PPP implementation questions derived from the survey. Then, one-way analysis of variance (ANOVA) was analyzed to verify that there is no significant difference existed on the opinions among the three different sectors of experts. The study results did not support the null hypothesis that the government officials possess adequate professional knowledge to select and to manage the preferred bidders. In addition, experts were not satisfied with the effectiveness of PPP projects in Taiwan. Hopefully the findings and the generic framework of statistical analyses constructed in the study could lay a foundation for further improving the effectiveness of executing Taiwan PPP projects.
