The transformations in the energy sector today bring new technologies and a shift towards the distributed generation. Among the others, miniaturized hydropower technologies are now emerging. Their progressive compactness, efficiency, and ease of implementation seem to fit the context of key Asian urban forms today, where 'in-situ urbanization' -thus population densities and infrastructure of a diffused kind, including electric networks- mixes with wet agriculture -thus precipitations and organized hydrologic systems. In this context, a public initiative of distributed generation by technologies of the sort may be beneficial. Indeed, these technologies are adequate for the diffuse electric demand and sustain the even development of the territory. Anyway, the technologies locally available may have different performances from the global state of the art of technology. Not only but also, the availability of space for a public initiative of the kind may not comply with the spatial requirements of the available technologies, despite their miniaturization. In light of this, the paper suggests that the available technologies, their actual requirements of space, and the land subdivision can offer severe constraints to such an initiative. Thus, they represent aspects that participate in shaping the prospects of Asian urbanization. In particular, the discussion elaborates on an investigation developed in the context of a pertinent case study, i.e., the Taipei-Kaohsiung Mega Urban Region.

當今能源產業的變革帶來了技術的創新,朝分散式發電發展的趨勢,更帶動小型水電技術興起。這些技術密集、高效率且易於實施的特性恰巧符合亞洲城市化的模式,在「就地城市化」的發展背景下,人口與基礎建設分佈密集,遍布的電網與濕式農業(水田)交錯,使當地的水文系統相當有組織性。在這種情況下,令人感興趣的是各種分散式發電的倡議,因為利用這類型技術確實能夠滿足逐漸擴散的電力需求,以及以永續性為目鞏固地域的均勻發展。不過在地化的小型水力發電技術和國際水平可能有所不同,而且儘管是小型水力發電,可用的公共空間也可能無法滿足技術需求。有鑑於此,本文將提出可用技術、其實際空間需求考察,以及詳細土地條件可能對此類措施的限制,以共同塑造亞洲城市化的前景與可能性。討論著重於本文的案例研究基地(即台北至高雄的大型城市地區)範圍中展開考查。
