In this study, based on SWMM, urban and surrounding non-urban land use regulations of the Taoyuan High Speed Rail specific district to simulate the peak discharge after land development and runoff allocation. Then, the runoff allocation responsibilities of non-urban areas in reducing flood risk is explored. The results showed that the peak discharge increased 19.18% ~ 22.4% with land fully developed. However, if runoff allocation responsibilities were carried out in the study area, the peak discharge could be reduced by 70.58% to 77.10%. Therefore, from the point of overall flood reduction in catchment areas, this study suggests that for the non-urban area land around the city, its responsibility should be assigned to share the peak discharge and formulate the runoff allocation strategies of various land use categories to improve regional disaster reduction capabilities.
