本研究旨在應用土地利用變遷模式,建立鹽水溪流經之行政區在都市發展下2036年之土地利用分布,並整合淹水潛勢地圖,進行淹水衝擊示範說明。根據結果,示範區內未來商業區及住宅區將會逐漸的擴張,另外工業區將會集於南區及仁德區中發展。也因為上述商業、住宅及工業區用地的擴張,在同樣降雨條件下,未來淹水影響之區域將較現在增加21%。希冀可透過此成果,相關單位可及早進行防洪策略規劃,減少或降低土地利用發展所帶來的淹水災害衝擊及損失。

英文摘要

This study aims to apply land use change model to establish the land use distribution in 2036 under urban development in the administrative area flowing through the Yanshui river, and to integrate the flood potential maps to illustrate the impact of flooding. The results shown that the commercial and residential areas will gradually expand, and the industrial area will be concentrated in South District and Rende District in the future. Therefore, due to commercial, residential, and industrial areas expand, the flooding area will increase by 21% on the same rainfall condition. Through the results, the relevant units could early implement flood prevention strategy planning to reduce the flooding impact and economical losses caused by land use development.
