As the comprehensive writing of the pre-Qin philosophy, The Annals of Lu Buwei shows the deep philosophical meaning during the time of Qin-Han dynasty. Among the thought of this book, the idea about "perceiving and response" especially shows the main feature of its philosophical thought and affects the form of the metaphysical thought in Han dynasty. This essay focuses on exploring the features and the importance of the thought about "perceiving and response" in The Annals of Lu Buwei. And what's the ethical implication in this book. We will point out that the role and the features of the theory of "perceiving and response" are on the one hand as the supplement to the shortage and limitation of language, and as a way to overcome the limitation of the interaction for the space on the other hand. About the ethical implication of this book, we will point out that there are at least three dimensions. First, it highlights the value of the virtues of genuineness, purity, sincereness and concentration, and always regards them as the ground and conditions of good ethical relationship in the book. Second, the ethical field does not limit to human beings, but expends to all the things in the world no matter they're living beings or not. Third, the ethical relationship no more limits to face to face, here and now. It transcends the limitation of space, distance as well as the limitation of language in people's interaction.
