本研究係在於提出一具體可行的地區性交通計畫。本文之進行過程分為四個主要階段:1.依據制定地區性交通計畫所必須考慮的因素,來提出地區性交通計畫的進行步驟。2.整理出國外對地區性交通計畫的理念與實例,並參考國外所實行過居民調查對交通改善的意見內容。3.考慮道路分類、各項評估基準、居民意見、國外經驗等,以提出改善方案。4.採用AHP來評估改善方案,以決定改善方案之優先順序。再進一步,應用模糊測度於AHP上,來把握居民意見之不確定性和評估因素的特性,以事先瞭解居民對改善方案的反應。

英文摘要

This paper provides a feasible local traffic planning process. First, steps of local traffic planning will be presented. Concept and case studies of foreign local traffic planning will be explored. Then, improvement alternatives will be composed by street classification, allocation and evaluation standards of traffic facilities, resident opinions, and foreign experiences. Finally, priority of alternatives will be decided by AHP method. Uncertainty of resident opinions and characteristics of evaluation factors can be grasped, based on fuzzy measure. Furthermore, resident reaction to various alternatives is explored.
