歷年来之地震炎捐报告均指出台灣之中小學校舍属破壤最嚴重的一群建築物,因此儘速透過補强的手段来提昇校舍的耐震能力,實為常移之急。然而台灣的中小學約有3,360所,而校舍建築高達三萬多棟。若無解決有效之法,如此龐大之数量極易耗盡财源,而難以成功。本文即針對此一問题,提出解決之芻議。首先對现有之校舍耐震能力評估方法作探討,再據以提出将校舍耐震評估舆補强工作分為三极之建蒸。再整合覃者尊家之意見,製訂中小學耐震補強作業之参考流程。最後並提出校舍結構耐震資訊網之輔助機制芻議。期以經濟有效之手段,按照輕重緩急之顺序,全面地逐年提昇校舍結構之耐震能力,以保障台灣師生之安全。

英文摘要

The recent reconnaissance reports revealed that the elementary school buildings are particularly vulnerable structures in Taiwan. So there is an urgent need to enhance the seismic capacities of school buildings through retrofitting. However, there are 3,360 elementary schools in Taiwan, and the building number can reach as high as thirty thousands. Without a careful planning, this huge volume of building can easily consume the budgets. This paper provides a proposal to solve the problems related to school buildings. Firstly, the available methods to assess the seismic capacities of school buildings were surveyed and introduced. Based on those findings, the procedure for seismic assessment and retrofit of school buildings was suggested to be divided into three steps. Furthermore, a reference procedure for assessment and retrofit was recommended with inputs from invited specialists. Finally, a network on the seismic capacity of school buildings was proposed as an auxiliary mechanism. The objective of this paper is to propose an economical procedure which can enhance the seismic capacities of school buildings. Hopefully, the safety of the school buildings in Taiwan is ensured.
