爲解決海岸敏感地區環境資訊缺乏、重要濕地及重要人文資產皆尚未劃設爲適當分區、地方特色產業及觀光資源未能有效整合等問題,本研究透過現況調查,結合地理資訊系統、生態規劃法與生物多樣性分析,利用GIS空間補差工具-克利金法,以量化方式模擬環境資源分佈狀況,進行新竹縣海岸生態資源與環境敏感之區位分佈模擬,並依新竹縣海岸環境資源特性規劃海岸保護區、海岸防護區、海岸復育區及適度發展區,試圖將海岸生態保育及土地開發間之空間區位衝突減至最低。最後得到之空間分析結果,除可整合海岸土地利用潛勢及生態敏感度之資訊,提供新竹縣未來進行海岸土地開發利用及環境資源保育之參考外,並可作爲生態學空問化之環境鄙里技術的研究基礎。

英文摘要

To address the issues of lacking environmental information on coastal sensitive areas, not yet appropriately zoned important wetlands and significant humanity properties, and local-featured industries and tourism resources yet to be effectively integrated, this study investigates the status quo, and combines geographic information system (GIS), ecological planning method and biological diversity analysis, along with the GIS space discrepancy makeup tool-Kriging method, to simulate with quantification the distribution of Hsinchu County's coastal ecological resources and their environmentally sensitive areas, and according to the environmental characteristics of Hsinchu County's coastal resources, to make plans for coastal conservation areas, coastal protection areas, coastal restoration areas and moderately developing areas, trying to minimize zoning conflicts between coastal ecosystem conservation and land development. The final results of the space analysis not only can be used to coordinate coastal land utilization potentials and eco-sensitive information, that can be referenced by Hainchu County for future coastal land development and environmental resources conservation, but also can serve as a research foundation for environmental management technics of ecology spatialization.
