台中市政府在州廳部分行政部門已於2010年底陸續搬遷至新市政中心。台中州廳蘊藏豐富的歷史資源和文化資產,其空間將如何再利用,受到各界的矚目。有鑑於此,本文的目的是根據建築空間再利用的觀點,利用模糊德爾菲法及網絡程序分析法的技術,評估建構歷史建築再利用方法,探討台中州廳再利用的類型與方案。研究結果發現學者專家認爲評估準則優先順序爲區域網絡資源的串連、永續經營計畫的發展、社區總體營造的認同、深層人文涵構的推廣、紀念性場域的維護、實質空間環境的改善,州廳再利用的優先次序則爲展覽類、藝術類、住宿類、休閒類及商業類,使台中州廳空間活化再利用,延續其生命周期,以達永續發展和其歷史風華的再現。

英文摘要

Taichung City Government is expected by the City Hall for the relocation to a new CDB area in 2010. The City Hall of rich historical resources and cultural assets, how it will be re-use of its space has been aroused public attention. For this reason, the purpose of this paper is based on the views of re-use of architectural space by using Fuzzy Delphi and Analytical Network Process to explore the types and the programs of re-use. The results show that experts have concluded the priority of assessment criteria are: the linkage of the regional network resources, development of sustainable management plan, and recognition of community overall development, the promotion of human culture, maintenance of commemorative field, improvement of spatial environment. The priorities of re-use categories of City Hall are exhibition, art, accommodation, leisure and business. By the activation and re-use of City Hall, extending its life cycle in order to attain sustainable development and its history, elegance reappearance.
