Urban planning policies have increasingly recognised the importance of integrating Green Infrastructure (GI) with Urban Regeneration (UR) as a strategy for sustainable development. GI refers to an interconnected and multifunctional green and open space system, including park systems, greenways, ecological networks, and ecological infrastructures. Traditionally, UR focuses more on the physical change itself and less on encompassing multiple concerns. The physical change often involves both destruction and rebuilding, which leads to dramatic transformation of the urban landscape and results in negative impact on urban biodiversity by creating a compact urban form with little local green space. However, little literature clarifies the benefits of this integration. Without a clear conceptualisation, it is difficult for policies to integrate GI and UR. Thus, this article explores the potential to connect GI to UR by comparing their backgrounds and purposes, key actors, decision support tools, and institutional support with a focus on UK practices. Based on this comparison, it then brings the GI and UR together with three crucial linkages: Quality of Life, Spatial Planning and Urban Governance. This suggests that a decision-support tool assessing ecosystem services for land use planning helps local governments to identify those action plans, beneficial to either economic-derived UR or ecology-derived GI, and contributes to GI and UR with the cooperation network built up among the stakeholders.

都市規劃政策上逐漸意識到整合兩種概念,也就是綠色基盤設施(GI)和都市再生(UR),以做為一種永續發展策略的重要性。GI是一種相互串聯、多功能的綠地開放空間系統,包含公園、綠色廊道、綠色網絡、生態基盤設施。傳統上,UR則是聚焦在實質環境變化上而較不著重涵蓋多種考量。這類實質的環境變化常涉及破壞和重建,導致都市地景劇烈變化,且綠地稀少而高密度的都市形態,會對都市生物多樣性造成負面衝擊。然而,文獻上卻鮮少著重在釐清這兩個概念的整合。欠缺清楚的概念化,對於政策整合而言,將會形成困難。因此,本文探討連結綠色基盤設施和都市再生的可能性,特別著重在英國的實務經驗上,比較兩者之間的發展背景、目標、關鍵參與者、決策輔助工具、制度支援,再從中提出整合GI和UR的關鍵鏈結:生活品質、空間規劃、都市治理。也就是藉由一套評估生態服務系統的土地使用規劃決策支持工具,協助地方政府指認出有所助益的行動計畫,無論是經濟導向的UR和生態導向的GI,都能夠在利益關係者共同建立起之網絡合作下,落實這些計畫對GI和UR的貢獻。
