本研究為內政部建築研究所(ABRI)目前正在發展台灣建築能效評估系統T-BERS(Taiwan Building Energy Efficiency Rating System)計畫的一部分,聚焦於開發旅館建築耗電預測方法,並發展以能源單據作為既有旅館建築之能效評估系統。T-BERS以動態分區EUI(energy use intensity)理論以及EUI右偏分佈為方法論,並仿歐盟公共建築評量法EP Label之七階段分及評估法。其EUI評分母體模型仿美國能源部DOE之BEAS系統,以eQUEST軟體模擬建築能效基準模型建立。其EUI右偏分佈之七階段評分,評分尺度以現行建築技術規則合格水準的建築條件設定EUI中位值,以現行市場在建築外殼能效與照明空調系統能效之最差值與最佳值來設定EUI之最大值、最小值條件建置而成。本評分模型經過能源局能源查核之實際旅館建築EUI分佈之比對校正,證實能掌握旅館建築市場上的真實EUI市場分佈特性,且證實為符合尺度敏感度與尺度可信度之要求。本研究同時提出以住房率係數來修正電費單的方法,可使非正常營運的旅館樣本得以獲得更客製化、更公平、更合理的評估結果。本研究系統未來將結合綠建築標章制度成為執行T-BERS之示範計畫,未來也被期待成為民間旅館部門自願型或鼓勵型之建築能效管理政策。

英文摘要

This research is part of the T-BERS (Taiwan Building Energy Efficiency Rating System) plan of ABRI(Architecture and Building Research Institute) and focuses on developingan energy prediction method as well as an energy-efficiency rating system for existing hotel buildings based on energy bills. T-BERS introduced the "Dynamic Zone EUI(energy use intensity)" method and EUI right skewed distribution as its methodology which applied 7 steps scaling from EN’s public building labelling system "EP Label". Its rating EUI population model was established by eQUEST simulation using benchmarking building models as theUS DOE'sBEAS system. Its7 step scaling of EUI right skewed distribution was established based on a median EUI, set by the qualified level of existing building energy regulation, and a minimum EUI and a maximum EUI, set by the best level to worst level in building envelope performance, lighting and AC system performance. This rating model was calibrated using the measured EUI population distribution of hotels from the Bureau of Energy and was confirmed to catch the real characteristic of marketing EUI distribution. The T-BERS meets the requirements of scale sensitivity and scale credibility. This research also proposes a modified method of energy bills by using deterioration factor and guest room occupancy rate to calibrate the atypically operated hotel to get customized, fairer, and morereasonable rating results. The rating system is supposed to combine the existing Green Building Labelling system to execute T-BERS and expected to become a voluntary or incentive energy management policy for the private hotel sectorin the future.
