歐盟於2002年通過建築能源效能指令(EPBD 2002/91/EC),規範建築能效計算方法及建築能源證書制度。我國內政部建築研究所於2022年起實施建築能效評估及標示系統(BERS),為達成國家發展委員會2022年3月公布之建築部門階段里程碑,公告自2023年7月1日起公有辦公、服務類建築於申請綠建築標章時,需同時申請建築能效評估標示。有鑑我國於去年開始實施建築能效評估及標示系統,本研究試算新建建築及住宅能效評估系統,並分析建築能源模擬與住宅能效評估系統計算之全年耗電量差異。試算結果顯示新建建築能效評估系統以日常節能指標為主要參數,歷年獲綠建築標章之非住宅類建築得2級以上等級,而具綠建築標章銀級之新建集合住宅達建築能效1級。住宅能效評估系統計算之全年耗電量與建築能源模擬結果相近,運用建築能效評估系統可提升估算建築全年耗電量效率。本研究依據試算經驗開發具良好使用者介面之建築能效評估系統計算軟體,並參考國際執行建築能效政策及執行能效評估系統試算之回饋,提出我國推行能效評估政策之建議,有助於國家建築能效政策實施與發展。 |

In 2002, the European Union adopted the Energy Performance of Buildings Directive (EPBD 2002/91/EC), which standardizes the methods for calculating a building's energy efficiency and the system for obtaining a building's Energy Performance Certificate. In Taiwan, the Ministry of the Interior's Architecture and Building Research Institute began implementing the Building Energy-efficiency Rating System (BERS) in 2022 as part of the National Development Council's milestone announcement for the construction sector. Since July 1, 2023, public offices and service-related buildings must apply for both Green Building Certification and a Building Energy-efficiency Rating. Given the gradual adoption of the BERS and Building Energy-efficiency Rating System for Residential Buildings (R-BERS) in Taiwan over the past year, this study conducted rating calculations for some new and residential buildings and analyzed the differences in annual electricity consumption between building energy simulation and R-BERS calculation. In the BERS for new buildings, energy-saving indicators in the EEWH system are employed as the main calculation parameters. Nonresidential buildings that obtain Green Building Certification are awarded a rating of level 2 or higher, whereas a newly constructed collective residential building with Silver-level Green Building Certification is awarded a Building Energy Efficiency Rating of level 1. The annual electricity consumption calculated by the R-BERS was found to be similar to the results of the building energy simulation, indicating that the use of the BERS can enhance the efficiency with which a building's annual electricity consumption can be estimated. On the basis of empirical calculations, this study developed BERS calculation software with a user-friendly interface. By referencing international practices regarding the implementation of polices related to building's energy efficiency, this study also offered recommendations for the implementation of energy efficiency rating policies in Taiwan, contributing to the enhancement and progression of building energy efficiency policies. |
