This article is a report of recording the Quality Forum on Dec. 14, 2006 ”SONY notebook battery recall program” which was held by the lectured Mr. Hanching Chung, a member of R&D commission of Chinese Society for Quality (CSQ). The topic is ”Quality, Liability and Organizational Learning”. All attendants were more than 20 persons including industry, official and academic teams'. The president of the meeting was Dr. Fong-san, Wang, who was the president of R&D Commission of Chinese Society for Quality. The Report described the whole story of Sony, when she has discovered that metallic particles in the cells created during the manufacturing process could cause a short-circuit. The short-circuit could in turn result in a fire, depending on the way the laptop is designed. This recall will likely cost near NT$ 15 billions. Also Mr. Hanching Chung related the competitiveness of quality between Japan and America during the past 30 years since 1970. But their different philosophic concepts have created different way to treat this recall program and have the different impact on the company for the future. All attendants were touched by his profound analyses and arouse them to think of what kind of influences and impacts afterward within these two countries. What can Taiwan learn from this recall issue and what experience that Taiwan can acquire? That is a worth to think about such kind of problem for Taiwan.
