依據2005年公佈的《14到19歲的教育與技能》的白皮書與實施計畫,英國政府試圖在14到19歲的高中教育階段課程中加入與工作相關的學習、重視企業與金融教育的要素;加強各教育機構、行政單位與業界之間的共同合作與伙伴關係,同時強調學生在英語、數學與「資訊與傳播科技」三科的應用技能,也將逐年實施著重就業與工作學習的「專長文憑」的證書。 在課程規劃方面,2008年9月開始逐年針對國定課程中第三與四關鍵學習階段學生實施新課程,一方面強調14到19歲學生應享有的受教權,保障各學科或領域的學習機會;同時著重整體課程的理念,強調跨學科學習,並提出七個重要的整合學習面向;在學生學習方面,重視適性化學習與強調課程一貫與彈性,給予個別學生更多選擇與機會。

英文摘要

According to the White Paper: 14-19 Education and Skills and its Implementation Plan by the Department for Education and Skills, the Britain government tries to emphasize the importance of work-related learning, enterprise education and financial capability. The government also attempts to make more collaboration among schools, colleges, training providers, and the employers as partnership. Functional skills such as English, mathematics and ICT are very important elements in schooling. Meanwhile, the specialized diplomas are the most recent qualifications policy initiative in the upper secondary English education and training system. The new Secondary Curriculum for England at Key Stages 3 and 4 comes into force in schools from September 2008. On the one hand, it provides opportunities of national entitlement for the 14-19 years old. On the other hand, the new revised secondary curriculum focuses on the ideas of the whole curriculum and cross-curriculum learning through seven curriculum dimensions. To sum up, this reform values the personalise learning of pupils and the coherence and flexibility of curriculum to give more choices and opportunities for the young people.
