全球化不單是資金和資訊的流通,也是人才和勞動人力的跨國流通。然而,面對人才的流通和居留課題,多數在地性的都市計劃實務都沒有相對應的整體策略。觀察近年來台灣地區科學工業園區的開發,引進大量國外高科技人才,由於文化、語言和生活習慣等差異外,國際人士因未具有公民身分,並無法納入現行的都市計畫體制。此外,爲提供國際人士的良好的生活環境,政府也提出建構國際村社區的政策。因此,針對科學工業園區所具有的多元文化特質,並配合政府的國際村社區政策,本研究提出應用「融入性」作為規劃的理論基礎,並以中部科學工業園區台中基地為例,說明從事國際村社區規劃時應有的做法,預期中部科學工業園區台中基地國際村社區的設置,不但能提供在園區工作的國際人士良好的生活環境,並能作為台中都會區與國際接軌的窗口。

英文摘要

Globalization implies the free flow of capital, information and professional workers and their families across national boundaries. The rapid development of science based industry parks in Taiwan requires large numbers of overseas hi-tech experts. Owing to these experts lacking citizenship, as well as their differences from Taiwanese in terms of cultural background, language and lifestyle, their needs are generally not well catered for by the current urban planning practice. To make Taiwan more attractive to overseas experts, the Taiwanese government has proposed of establishing so-called international communities to accommodate them. Therefore, it is planned to create such an international community in the Taichung Base of the Central Taiwan Science Based Industry Park. By applying inclusiveness planning to its international community planning, the intentions of this community are to provide a suitable living environment for foreign experts and to establish a gateway for the Taichung Metropolitan Area to connect to the global city network.
