廿世紀以來,永續發展的影響力從全球環境、國際領域、國家層級、進而擴及到地方層次;以永續發展理念進行地方規劃與政策研擬儼然成為典範。目前相關研究多以量能、數值、發展趨勢等向度進行地方永續發展之解析,雖已獲得豐碩成果,但鮮少對在永續發展理念影響下的空間結構與結構變化進行探討。然而,地方規劃不僅重視發展趨勢,空間結構亦影響地方規劃甚巨,是故,本文從空間的角度進行地方永續發展變遷的分析。此外,大多研究多以縣市為研究單位,其所獲之資訊僅為大體的都市架構,對於地方細部空間結構較無助益。爰此,本文以鄉鎮市為研究單位,旨在探討台灣本島地區各地方永續發展在時間變遷上所呈現的空間結構狀態。首先,以符合台灣本島地區特性的角度與因應地方發展特質的觀點,將地方永續指標系統依六個構面,共擬定29個指標項目。其次,運用因子分析技術,將29個指標縮簡為11個永續因子,共可解釋66.16%的結構變異量;繼而,配合地理資訊系統、整體空間自我相關分析、空間自相關係數相關圖與地區性空間自我相關分析等技術之運用,進行各研究單元其永續性空間結構及變遷之探討,結果顯示存在明顯的空間正相關及多核心空間結構。此外,本文並發現台灣本島地區之六點特殊地方永續發展變遷現象,若是在有限的時間與經費預算之下,此六點發現可作為首要的投入研究議題或是管理整治的對象。 |

Sustainable development is beginning has significantly influenced planning and policy from the global to local level since the 20th Century. Local sustainable development is a new idea, explaining why numerous studies have examined areas such as capacity, quantity and tendency towards sustainable/unsustainable development. However, spatial condition and pattern also significantly influence local sustainable development. Furthermore, using a neighborhood to be a unit can reveal local information more efficiently than a unit of a whole county. This study investigates the spatial condition of local sustainable development, and the pattern of local sustainability over a one decade period. First, to provide more complete and detailed information, this study analyzes and classifies the characteristics of local sustainability using data obtained from individual neighborhoods. The local sustainable indexes system comprises 29 indexes based on six dimensions. Second, Factor Analysis is applied to probe changes regarding local sustainable development. The first step is abbreviating 11 sustainable factors from 29 sustainable indexes with 66.16% of variance as explained using Factor Analysis. Furthermore, Geographic Information System is applied to display distributions. Furthermore, Spatial Autocorrelation Analysis, Spatial Autocorrelation Coefficient Correlogram and Local Spatial Autocorrelation Analysis are used to examine the relationship between the sustainability and location of individual neighborhoods. The outcomes demonstrate obvious spatial correlations and multicore spatial patterns. Moreover, this study reveals the six special issues of local sustainable development changes, and hopefully could help managers and planners in achieving sustainable development based on these special findings. |
