土石流災害的發生往往伴隨著嚴重的生命財產損失,若不處理,則土石流的復發特性常造成同一地區的多次損失。例如花蓮縣大興村的土石流災區,從1990至2001年12年當中,就遭遇了7次嚴重的土石流災害損失。為了預防下次災害的發生,政府都會於災後積極的投入整治的工作。但是每年災後緊急搶修和相關衍生之問題,均造成政府財政上的重擔。為了讓政府經費有效利用,如何評估每次土石流的合理整治成本,即為節省防災成本的重要一環。更重要的,合理防災成本估算方法的建立及計算,不但可提供災時緊急應變的參考,更可協助各相關單位未來從事土石流防災工作的參考,進而事前進行預防措施,將災害的損失減至最低,提昇政府的防災效率。此即為本文研究的宗旨。 |
英文摘要 |
Debris flow disasters are usually accompanied by serious damages to properties and lives. If not properly mitigated, disasters can occur repeatedly in the same area. For example, the Da-Xing Village in Hwa-Lien County suffered serious human casualties and property loss from debris flows 7 times in 1990-2001. Government remedial measures done after each disaster only minimized losses. Although they lack long-term effect, these remedial measures placed a heavy financial burden on the government. As a result, hazard assessment is crucial to effective use of government resources. Notably, the practice of assessing damage caused by such disasters can help assess possible losses even before they occur, allowing the government to take precautionary measures. Consequently, governments can have budget caps for debris-flow counter measures. |
