國土規劃關乎長遠未來發展,影響深遠廣泛。台灣整體生態失衡嚴重,須亟思逆轉之道,以系統整合進行國土規劃管理。流域整合資源與生態環境,更與人文體系緊密關聯,所涉非僅水資源問題。本研究以河川流域為單元,循整合性流域管理和生態系統管理觀念,研擬了分區規劃架構,依此進行國土規劃,以建立生態永續、系統整合基礎,期經由空間結構性調整,從根本處解決整體生態環境與自然資源的複雜問題。此以生態保育引導長期發展的非傳統規劃模式,能將社經發展融入自然,建立系統化功能結構。藉由水系連結不同層級子流域形成網狀系統,除可合理有效建構不同尺度空間的關連,改善自然與人文系統互動,也可與中央山脈保育軸和海岸產生系統連結,構築永續的基礎結構。該規劃策略可簡化空間規劃,亦能提升資源與環境管理成效與效率,降低人文發展的風險。研究並以頭前溪流域為範例,運用地理資訊系統進行實地規劃模擬。結果顯示,此一規劃方法具有其適當性與可行性,但實際應用仍有諸多問題有待探討。 |
英文摘要 |
National land planning significantly influences long-term development. The whole ecosystem of Taiwan currently faces severe degradation, making it necessary to find a way of regression via the system integration in national land planning and management. Watersheds, encompassing various resources and ecological components and closely interacting with cultural elements, do not merely involve water resource considerations. Based on the concepts of ”integrated watershed management” and ”ecosystem management”, this study took the river basin as the unit of spatial zoning and developed a national land planning framework to build the basis of ecological sustainability and system integration. The work was dedicated to solving the complex problems facing ecosystems and natural resources by adapting spatial patterns for conservation. Such an unconventional planning approach, with conservation directing long-term development, can hopefully integrate social-economical development into nature, and establish a systematic functional structure. The network formed by linking different orders of sub-basins may reasonably and efficiently enhance the connections of various spatial scales, improve natural and social interactions, externally link Central Mountain conservation areas with the coast, and ultimately construct the basic structure for ecological sustainability. The planning strategy can simplify spatial planning, increase management effectiveness and efficiency, or reduce the risks associated with cultural development. A simulation involving the Touchian river was also undertaken as a planning demonstration. The results showed the method to be appropriate and feasible. However, the planning idea still has application difficulties requiring further study. |
