近年來產業群聚現象逐漸吸引許多國內外學者進行探討，歐美各國亦逐漸引入產業群聚觀念作為政策擬定思維，希望藉由產業群聚所具有的外部經濟、創新與合作競爭效果，來維持與增加國家或區域產業競爭優勢。由驅動產業和其完整的上下游產業可以帶動經濟的發展，建構國家與區域的競爭優勢，因此促進群聚的形成、發展和升級便是提高區域競爭力的重要途徑，但前提是必須對空間中群聚的分布狀態與行為有了解，才可針對不同的群聚擬定適宜的發展政策。回顧國內目前群聚議題相關研究，多針對特定產業在特定空間群聚的行為進行研究，較少從區域的角度來思維群具發展，相對也就無法提供明確發展區域產業群聚的政策與方向。因此，本研究嘗試對群聚的理論基礎進行探討，進而提出辨別南部優勢區域群聚結構可行的實證模式，以作為後續政策擬定與行為探討之基礎。

The phenomenon of industrial clustering has become an important focus in many research fields because the concept and analysis of industrial cluster emphasizes not only geographical concentration, but also the scale and relation of clusters, including collaboration and competitive behavior within the industrial cluster. Competitive industrial clusters led by driver industries can propel regional economies and enhance regional and national competitive advantages. Therefore, the key to strengthening regional advantage is promoting the formation of industrial clusters. However, a method is needed to first identify the regional cluster. Recent research has concentrated on clustering within geographical areas without focusing on the regional level. Therefore, the aim of this study is to develop an empirical model for identifying advantageous regional clustering in southern Taiwan.
