都市土地使用變遷被認爲是造成全球環境變遷的重要因素。然而,對於人多數都市來說,爲了滿足市民生活與經濟发展的需要,都市擴張或變更都市十地使用型態常是無可避免的選擇,尤其是對擴張速度仍然相當快之都會區周邊城市更是如此,由於土地使用變遷改變了土地的自然狀態,通常會對自然環境造成衝擊,如何經由維護自然環境之角度,減緩都市上地變遷過程中對於向然環境之衝擊,爺提升土地發展之向然環境效率是非常重要的,因此,本文之目的在於從都市規劃的角度,就都市一地使用變遷多樣化衝擊自然環境的特性,重新發展一套具整合性與空間性的自然環境效率評估架構,過程中,考量資料包絡分析法具有可以同時處理多項投入與產出變項、不受人爲主觀意識影響的特性,以其作爲主要分析方法。針對台南都會區周邊的永康市之實證結果顯示,農地轉變爲都市發展用地的變遷型態,促使整體效率呈現下降之現象,並存在著明顯的空間差異,藉由與現有的都市發展模式之比較結果,有助於研擬在全球環境變遷背景下,提昇自然環境效率之重要空間發展策略。

英文摘要

Changing land use and urban expansion are key drivers of global environmental change, and inevitably consequences of economic and social development for most cities and peri-urban regions. Although most land use changes alter natural environmental conditions from the perspective of conserving the natural environment, it is crucially important to reduce impacts and increase efficiencies. Based on the principle that urban land use changes in multi use negatively impact the natural environment, this study attempts to design a systematic and spatial framework for assessing natural environmental efficiency based on the planning perspective and employing the DEA method, a non-parametric benchmarking technique specifically developed to assess the relative efficiency of decision-making units This study adopted Yongkang, located in Tainan Metropolis, as the study area. The analytical results demonstrated that changing agricultural land into residential and industrial areas decreased average natural environmental efficiency and caused distinct spatial differentiation. This approach this represents a practical and useful method of implementing spatial development strategies to increase natural environment efficiency by comparing the efficiency distributions and urban development patterns over time.
