本研究利用中華電信股份有限公司(CHT),各市話營運單位於1991年至1999年之間之投入產出資料,以資料包絡分析法(Data Envelopment Analysis)評估其市內電話經營效率,並利用Tobit迥歸模型探討影響因子。我們發現:(1)全部樣本之平均整體效率為79.52%,顯示市內電話營運效能仍有近20%的改善空間:且無效率大部份來自純技術無效率及配置無效率。(2)人口密度因子對市話之經營效率成正向顯著關係。(3)處於規模報酬固定之市話單位,其經營效率相對高於其他處於規模報酬遞增或遞減之市話單位。(4)提昇設備利用率,可顯著提高整體效率、純技術效率與規模效率。(5)技術變遷因子集體x^2檢定並不顯著,顯示CHT技術未明顯提昇,係一警訊。 |

This research analyzes the operating efficiencies in the local telephony of the 29 branches of the Chunghwa Telecom Co. Ltd. (CHT) by using the Data Envelopment Analysis (DEA) and Tobit model. Based on the data from 1991 to 1999, we find that: (1) The average overall efficiency is 79.52%, indicating that there are about 20% inefficiencies. Moreover, the evidence shows that most of the inefficiencies come from pure technical inefficiency and allocative inefficiencies. (2) The population density has a positive effect on the efficiencies of the CHT's branches. (3) The branches with constant returns to scale have higher efficiencies than those with either increasing returns to scale or decreasing returns to scale. (4) The increases in equipment utilization rates would significantly improve the overall efficiencies, pure technical efficiencies, and scale efficiencies of the CHT's branches. (5) The Tobit estimates show that the group- x^2 tests on technical change effects are not significant, which indicates the overall technology has not been improved since the telecommunication liberalization in 1996. This is a warning sign to the CHT. |
