為因應國際環境變革及提昇產業之全球競爭力,政府相關部門投入大量資源於產業電子化之推動。為確實掌握產業電子化資源投入之效益,應建立績效衡量指標,並以之評估電子化計畫的成效。本文藉由一套階層式架構之電子化績效指標,配合企業、產業與國家總體經濟之資料並以參與D計畫廠商進行實證研究。結果顯示參與電子化計畫之企業其營運能力有顯著改善,且與產業競爭力之提昇有正向的關聯。而IT投資對於產業經濟績效之影響存在產業的差異性,及時間的落後效果。就國家層次而言,資訊科技投資對於總體經濟績效之影響並不明顯,此應是與資訊科技之投資不足有關。而不論是產業層次或國家層次,其前數期之經濟績效對於當期之資訊科技投資都有正向的回饋效果。

英文摘要

For many years, the Taiwan government has been supporting e-business initiatives to improve the infrastructure of information and communication technology (ICT). To justify the performance of the proposed initiatives, this study provides a hierarchical performance measure and metrics framework to analyze the relationships between information technology investments and subsequent performance from firm level, industry level and country level respectively. Results of the study indicate that firms investing in e-business projects have significantly improved their operation capability, alone with increase on the productivity. On the industry level, the impacts of information technology investments on productivity are different among industries, and a three-year time lag effect has been observed in manufacturing industry. While there is no sufficient evidence to demonstrate the influence of information technology investments on macroeconomic performance indicators, there is, however, a positive feedback effect on productivity and information technology investments in both the industry level as well as the country level.
