本文在上游獨賣（容器）且下游獨買（容器）又獨賣（最終消費財）的市場結構下發現：強制逆向回收政策與台灣現行措施的政策效果並不相同，各國政府應視其經濟環境與環保目標而慎選容器回收政策。台灣的現行措施，較能減緩因最終消費財需求擴張或土地成本高漲造成的垃圾過量問題；強制逆向回收政策則有助於土地成本高漲的國家，抑制原生容器使用量，而可減緩資源耗竭。

In this paper, we employ the method of optimal control to set up a dynamic relationship between the recycled containers and the products. We find that the effects of Taiwan's beverage container recycling policy are different from those of the compulsory take-back policy. Taiwan's policy can alleviate the litter problem, while the compulsory take-back policy can reduce the use of the original containers to alleviate the resource depletion problem.
