城市次新社區改造更新策略研究

隨著中國經濟快速發展，在增量發展遇到土地供給瓶頸的當下，城市更新已成為迫在眉睫的緊要任務。城市次新社區是中國城市改造更新對象之一，其主要針對2000年以後的城市集中建成區。城市次新社區改造更新不大拆大建，以整治和功能完善為主要手段，並以提升社區功能和改善人居環境，使社區成為美好生活共同體為目標。本文對城市次新社區進行定義，研究重點是梳理次新社區改造更新特點並聚焦場景集成、數位化提升、可持續運營三個方面明確城市次新社區改造要點。本文採用次級資料分析以及文獻資料引用等研究方法，通過目前中國相關政策和規範檔要求和相關文獻，提出了挖潛存量空間及提升鄰里、教育、健康場景，全齡友好環境塑造，改善交通出行條件，數位化賦能社區新型基礎設施，引入市場資金保障可持續運營等五大策略來引導城市次新社區改造更新的具體實施方向和標準。

With the rapid development of China's economy, urban renewal has become an urgent and urgent task when incremental development encounters land supply bottlenecks. Urban sub-new communities are one of the targets of urban reconstruction and renewal in China, mainly targeting urban concentrated built-up areas after 2000. The renovation and renewal of urban sub-new communities does not involve demolition and large-scale construction. Renovation and functional improvement are the main means, and the goal is to enhance community functions and improve the living environment, so as to make the community a community of good life. This article defines urban sub-new communities. The research focus is to sort out the characteristics of sub-new community transformation and renewal and focus on three aspects: scene integration, digital improvement, and sustainable operation to clarify the key points of urban sub-new community transformation. This article uses research methods such as secondary data analysis and literature citation, and through the current relevant policies and regulatory requirements in China and relevant literature, proposes ways to tap potential stock space and improve neighborhood, education, and health scenarios, create an age-friendly environment, and improve transportation. Conditions, digital empowerment of new community infrastructure, and the introduction of market funds to ensure sustainable operations are five major strategies to guide the specific implementation directions and standards for the renovation and renewal of urban sub-new communities.
