本文從歐洲整合之沿革，探討歐盟對外經貿法之發展。首先，基於里斯本條約將共同商業政策納入歐盟對外行動脈絡，歐盟對外經貿政策亦須受到聯盟對外行動之目標與原則所導引之考量，本文首先釐清歐盟之對外經貿政策應受何目標與原則所規範。其次，本文從條約修正與案例法之發展，探討歐盟對外經貿權限之擴張與取得。本文並進而從制度性運作面向，探討歐盟對外經貿協定談判之政策擬定與政策形成。其後並從政策延續與改變之角度，探討歐盟對外經貿協定政策之演變。

This article investigates the historical development and evolution of EU external economic law and policy. Firstly, it explores the expansion of the EU external economic competence by virtue of treaty revision and case-law. It then deals with policy aspects of EU external economic relations and delineates the changes and continuity thereof. In view of the coming into being of the Common Foreign and Security Policy by virtue of the Maastricht Treaty, and by locating the Common Commercial Policy in the context of EU external actions with the entry into force of the Lisbon Treaty, this article explores what objectives and principles should guide the external economic policies of the European Union.
