Concerns with geo-strategic and geo-economic competition have driven the European Union to map out several paths to achieve its objectives. The expansion of the EU's regulatory toolbox in the field of foreign direct investment demonstrates a striking change of attitude. Policy actions such as the FDI Screening Regulation, together with the proposed Foreign Subsidies Regulation, mark major milestones in pursuit of EU open strategic autonomy. This article attempts to delineate the concept of open strategic autonomy, followed by an analysis of policy actions in the field of FDI control. It also seeks to identify existing strengths and weaknesses, and upcoming challenges for the EU as it seeks to shape and guarantee open strategic autonomy.

對於地緣戰略與地緣經濟競爭之關切,促使歐洲聯盟尋求若干途徑以實現其目標。歐盟擴大對於外人直接投資之管制顯示其態度之巨幅轉變。而其相關政策行動,包括外人直接投資審查規則與外國補貼規則草案,可彰顯歐盟在追求開放性戰略自主方面之重要里程碑。本文擬論述開放性戰略自主之概念,分析外人直接投資管制方面之政策行動。此外亦探討歐盟塑造與確保其開放性戰略自主之現有優勢,並指出當前之弱點與即將面臨之挑戰。
