監理科技的發展與運用可以有效提升金融監理的效率及效能,並有助管理金融科技發展所伴隨的風險。然而,當前監理科技的討論分歧,相關文獻仍屬有限,產官學界欠缺共同對話的基礎,而不利於市場的發展與監理體制的調適。有鑑於此,本文乃從監理機關的角度出發,探討金融監理科技的興起背景及發展趨勢,勾勒出金融科技時代下的科技監理新範式,並在此脈絡下,提出可供後進研究者深入並細膩探討此議題縱深之監理科技分析框架,並試圖勾勒出監理科技的可能發展圖像。

英文摘要

The development and use of SupTech have great potential to increase the efficiency and efficacy of financial supervision and can help manage risks that accompany with the development of FinTech. Nevertheless, the current discussion on SupTech remains divergent, and the literature remains limited. The lack of a common ground for conversation and debate among regulators, academics and industry members has postponed the market development and the possible transition of the regulatory regime. To fill this gap, this paper aims to provide an analytical framework and developing roadmap for SupTech. It begins with an analysis of the rise of SupTech and its developing trends and then portrays a new paradigm of technology-enabled financial regulation. The analytical framework and developing roadmap are then proposed to assist the regulators and other stakeholders in assessing their current stage of SupTech development and then identifying possible paths to the next level of development.
