本文針對傳統機組排程(UC)問題考量二氧化碳污染排放量限制下提出一項決策新方法。以粒子群最佳化(PSO)演算法計算得到燃料成本與二氧化碳污染排放的權衡函數;再由權衡函數計算所得邊際替代率(MRS)協助管理者面對考量污染排放之限制條件採取最適的機組排程決策,本文所提出PSO/MRS演算方法成功測試於IEEE30匯流排電力系統,有效處理燃料成本與二氧化碳污染的電力調度問題。此外,邊際替代率亦可以運用於各類型污染物的排放權交易。

英文摘要

In this paper, a new decision approach is proposed for the incorporation of the carbon dioxide emission constraints in the solution of the unit commitment (UC) problem. An efficient particle swarm optimization (PSO) algorithm is used for generating the fuel cost versus emission tradeoff function for Carbon Dioxide emission; the marginal rate of substitution (MRS) is then calculated to help the managers more rationally determine the final optimal compromise decision for UC dispatch under the controlled-emission allowance. The proposed PSO/MRS approach has been successfully tested on the IEEE 30-bus system dealing with the cost-emission economic dispatch problem. Furthermore, MRS for a particular pollutant can be used for emissions allowance trading.
