隨著全球能源價格高漲,環保意識抬頭,強調節能的LED產業正蓬勃發展。此時,除了LED技術的成長,製造策略亦成為LED產業競爭關鍵,因此建立一套完善製造策略決策分析架構是目前最重要的課題。本研究以「紫式決策分析架構」為基礎,結合分析網路程序法(ANP),建立一套可供企業參考運用的「製造策略卓越經營決策分析架構」,以考慮複雜相依、回饋關係之諸多主、客觀評估準則,並提供量化數據以供決策依據。本研究選擇LED製造公司主管級別以上專家為訪談對象,包括三家臺灣LED製造公司,共十二位中階主管進行前測訪談並以其中一家個案公司為後續ANP問卷調查的對象。結果顯示前五項LED製造策略評估準則,依序是「物料彈性」、「信賴度」、「順序彈性」「緊急訂單處理」與「組合彈性」。相較於分析層級程序法(AHP),群組化ANP考慮「物料彈性」、「順序彈性」等準則除了可以達到彈性上的效用,也能連帶提升「生產成本」甚至其他準則的效用,提供決策者避免過度重視「生產成本」的依據。此外,實證結果顯示AHP與不同ANP結構得到截然不同的結果,而本研究所採用的群組化ANP結果更接近實務應用並更能明顯區別出不同準則相對權重的高低。因此本研究建議ANP雖然問卷成本較高,乃是較AHP更能提供有效建議的工具,而利用群組化ANP可在不顯著影響結果下,有效降低問卷複雜度。本研究並建議加入了國家品質獎「規劃」、「執行」與「改善」三個評選構面,使整體架構更能適用於方案的評選,也避免了決策者評估面向不足的問題。

英文摘要

With global energy prices soar and environmental consciousness increase, the energy-saving LED industry is booming. To reduce greenhouse gas emissions, countries have developed policies to further disable the low-efficiency light or to encourage and reward high-efficiency light, and that will make the market competition of LED lighting applications more intense. In addition to the LED technology advancement, the manufacturing strategy for excelling operating excellence will become the key success factors to LED industry competition. With consideration of interdependence among multiple criteria, this study aims to utilize the analytic network process (ANP) to establish a comprehensive decision analysis framework to prioritize critical manufacturing strategy elements in the LED industry. The data was collected via a questionnaire which was dispatched to experts and stakeholders from twelve top operating managers in three Taiwanese LED providers. According to ANP outcomes, material flexibility, trust, sequencing flexibility, emergent order handling, and mix flexibility are ranked on top five among twenty criteria. The results also show significant differences between results of ANP and analytic hierarchy analysis (AHP) while industry evidence supports the results of ANP. It is worthy to conduct complex questionnaire via ANP for effective evaluation.
