To integrate teacher and student performance in departmental performance evaluations, this study developed a network performance model to evaluate the efficiency of 58 Taiwanese tourism and hospitality departments. Efficiency was calculated using the network slacks-based measure model proposed by Tone and Tsutsui (2009). Traditional single-stage data envelopment analysis yielded misleading results to deal with intermediate products directly when network effects exist. The analytical results for the network performance model clearly demonstrate the existence of network effects and linking effects. Consequently, the network performance model significantly outperforms a single-stage performance. Fifty eight departments were grouped into "leader," "potential," and "follower" groups. The improvement of each group was also illustrated in this study.

過往研究多應用單階段資料包絡分析模式(data envelopment analysis,DEA),評估教育單位之辦學績效,但無法獲得資源轉換過程之資訊,爰此,本研究以觀光教育務實角度,建構觀光教育單位之網路績效評估模式,並以Tone and Tsutsui(2009)提出之網路差額變數衡量模式(slacks-based measure,SBM)評估58個臺灣技職校院觀光系科之績效。研究結果清楚顯示網路績效模式的結果,優於單一階段DEA評估模式,且清楚顯現出網路和連結效果。此外,本研究依受評單位的經營效率區分成領先群、潛力群和落後群等,並分析各群須改善之處。整體而言,在有限教育資源下,建議臺灣觀光技職系科首要重新調整經常門的配置與提升產學合作金額。
