海域油氣田探勘與開發具備著高風險、高投資與高報酬等三高的特質，身為海洋國家的台灣理所當然不能缺席，而為了達成提升能源自給率之國家長期策略目標，台灣中油公司探採部門自七零年代開始即不遺餘力地投入海內外之海域油氣探採活動，除開發自有油氣田與持續評估台灣鄰近海域可能的開發與投資機會外，在國外礦區方面，亦於剛果與澳洲等地陸續參與數個海域油氣礦區之開發與經營工作，積累了許多重要的實務經驗與技術能力。成功的油層模擬工作能有效掌握油氣田生產動態與蘊藏規模，惟如何經濟有效地實現油層模擬所建立的生產剖面，實為開發工程之重點工作目標。為降低海域氣田開發風險與提升投資效益，本研究將闡述海域油氣田開發規劃與經濟效益評估之工作內容及應考量之重要參數，並透過一案例說明前述工程流程與方法在實務工作上之應用，研究成果可作為未來海域油氣開發案之重要參考。 |
| 英文摘要 |
Exploration and development for offshore field has the characteristics of high risk, high investment, and high return. Taiwan as a marine country has no reason to be absent in this industry. In order to achieve the national long-term strategical goal of improving energy self-sufficiency, CPC's exploration and production department has devoted a lot of effort to explore and develop domestic and foreign offshore fields since the 1970s. The practical experience from domestic offshore activities and the participation of the foreign fields' development and operation, such as Congo and Australia, have helped CPC to establish several important technical capabilities. Successful reservoir simulation could monitor the reservoir dynamics and evaluate reserves effectively. However, how to fulfill the production profile provided by the above simulation should be the main objective of development plan. In order to reduce the offshore field development risk and improve investment efficiency, this study depicts the scope and the key parameters of offshore development planning and economic analysis. It also explains the application of the workflow through the case study. The results could be used as an important reference for offshore field development in the future. |
