本文重點在剖析婆羅洲島上三國四邦華人南遷的歷史進程和現代生活的實況來說明他們對馬來西亞、汶萊、印尼三國的社會、政治、經濟的影響力，進而探討各該國華人以往和現在與台灣的關係；同時以「新南向政策」的目標與策略，來探討各該國華人在此情況下的契機與博奕；最後提出「新南向政策」計劃收受雙方可以扮演的角色及若干展望的建言。

This paper aims at presenting a brief account of Overseas Chinese's roles and contributions in the social, political and economic developments of Sarawak, Sabah, Brunei and Kalimantan who make up a significant number of Borneo's population. However, this paper focuses principally in examining the past and present relationship in trade, economy, social and politics between Taiwan and all the three countries in Borneo. It is aimed to shed light for a better insight and understanding of all these concerned issues to the anticipation and expected participation of the Borneo Chinese in Taiwan's ＂New Southbound Policy＂. Comments on the opportunities and challenges of the Policy are elaborated to some extent.
