世界衛生組織於西元1986年召開第一次世界健康促進會議,會中發表「渥太華健康促進宣言(Ottawa Charter for Health Promotion)」,自此國際間健康促進的發展有了革命性的變化,過去以衛生教育為主導的健康促進方式演變為使人們更主動地參與直接影響他們生存與工作環境,進而促使企業對於健康促進計畫、應用與評估的蓬勃發展,其中包括職場健康促進(Workplace Health Promotion)計畫,此類計畫已在世界各國推動多年,如何評估職場推動健康促進計畫的成效將成為永續經營的重要指標。本文主要目的乃在探討職場健康促進計畫的執行理念、過程、成效評估,主要著重於評估方法的分析,以作為國內推動職場健康促進計畫的成效監測之參考。

英文摘要

The World Health Organization Ottawa Charter for Health Promotion in 1986 has strengthened the importance of health promotion plans and strategies in workplace health promotion (WHP). In the past, WHP programs tended to rely on individual behavioral modification. This outdated perspective favored a health education approach which emphasized personal choice, lifestyle and individual behavior. The new public health movement shifts the emphasis of health promotion away from education and individual responsibility to community (workplace) control for health through advocacy and empowerment. The aims of the present paper are examining the theories and practices of WHP evaluation in the western countries. We used the method of literature reviews to identify the themes and ways of WHP evaluation. The results of the present review can be the reference of further evaluation on WHP planning and implementation in Taiwan.
