因應智慧城市的推動,政府與民間開始注意到公共創新科技服務的運用,尤其是與民生息息相關的垃圾清運問題。臺北市因實施「垃圾專用袋」、「垃圾分類」等政策,有效減緩垃圾的成長,但仍依賴傳統垃圾車採定時定點清運,民眾在丟棄或回收垃圾時必須配合垃圾車清運的時間地點,造成部分民眾的不便。為加強便民及垃圾處理與回收效率,臺北市擬擴大導入資通訊技術處理垃圾之iTrash智慧垃圾桶。本研究以計畫行為理論為基礎,輔以動機理論及價格認知、便利性與自我效能等因素建立研究模型,以量化研究方法由網路回收有效問卷共465份,結果發現民眾的態度、主觀規範、以及感知行為控制對其iTrash使用意圖有顯著影響,解釋能力達70.6%;而利他、經濟利己對態度及便利性、自我效能對感知行為控制具正向影響。本研究結果不僅可提升學術界對創新科技服務應用於公共領域的了解,在實務上亦可做為政府在推動公共創新科技服務的相關政策及業者商業營運時之參考。

英文摘要

The promotions of smart cities have brought much attention to the technology innovation services in the public sector. An important application would be the automation of garbage collection processes. Due to the effective recycling and waste collection policies, Taipei City was able to suppress the garbage growth. To take one step further toward better serving its citizens, Taipei City plans to deploy an electronic trash collection system, iTrash. Based on the theory of planned behavior, motivation theory and factors such as price perception, convenience and self-efficacy, this study proposes and investigates a behavioral model to better understand Taipei citizen's adoption behaviors toward iTrash. A total of 465 valid questionnaires were collected through the Internet. The results of statistical analysis showed that attitudes, subjective norms and perceived behavioral control had significant effects on the intention to use iTrash with 70.6% explanatory power; while altruism and egoistic (economic reward) had positive effects on attitudes, and convenience and self-efficacy had positive effects on perceived behavioral control. The results of this study not only can extend academic's understanding of the technology innovation service adoption in the public sector, but also assist the municipal governments in devising policies related to the adoptions of innovative applications such as iTrash.
