近年來國內天然及人為災害頻傳，每每造成重大損失，而學校為教學場所，亦為災害發生時居民緊急避難處，若學校受損將影響其教學、避難與救災功能。依據教育部顧問室2003~2006年度「防災科技教育改進計畫」規劃，透過災害防救教材的編撰、示範教學、師資培育以及災害防救計畫的推廣等策略，期能將災害防救的理念深植於社會各階層。校園災害防救計畫含括災害管理之減災、整備、應變、復原等四階段原則，其中減災與整備階段包含災害潛勢資料與校舍安全調查。各級學校編撰該校災害防救計畫、校園災害管理與校舍安全規劃時，應進行災害潛勢資料及校舍安全調查。 本研究提出將災害潛勢資料應用於各級學校校園災害防救計畫之研擬，透過示範學校之組織編組、災害潛勢與校舍安全調查，及編撰該校災害防救計畫之經驗，藉以強化學校災害防救相關人員之災害預防、應變等能力。前述研究成果可以提供教育部推廣各縣市各級學校防災教育相關措施之參考。

Taiwan is one of the most disaster prone regions in the world. Among the natural hazards that annually havoc the region, flood is known to be the most destructive to property, crops and infrastructure. The global deaths due to flooding is ranked second only to storm surges, which can be considered a type of flash flood, but is presently not classified as flood disaster. This project is to establish a Hazards Mitigation Plan for its Assessment Mechanism on Campus. Once the disasters actually happen, schools will be well prepared to deal most of the difficult situations. The hazards mitigation plans will be consisted of four parts, such as hazards mitigation, preparedness, response, recovery, and assessment mechanics. The results of this paper is established a plan that is completed and employs the modern hazards mitigation techniques. The research results can be employed to empower the hazards mitigation relative projects on Campus in Taiwan.
