泰國國王拉瑪九世的「知足經濟哲學」－兼論荀子「慾望論」與韓非子「自止於足」

1997 年，泰國國內發生金融危機，進而引發亞洲金融風暴，許多泰國人民的資產蒸發，泰國社會開始慌亂而不穩定，此時，泰國國王在演講中提及「知足經濟」（Sufficiency Economy）的概念，然而卻發生外界對此思維的誤解，誤以為是「新農業理論」的概念，認為封閉經濟思想重新啟動，使得泰國國王與泰國政府必頇不斷澄清，在這樣的過程中，此想法也從一種口號逐漸轉成為一套理論。而後，在泰國國王與政府單位的努力推動、推廣下，成為一種「哲學」，即「知足經濟哲學」（Sufficient Economic Philosophy，簡稱SEP）。泰國自古以農立國，中國亦同，而中國歷史上思想家輩出的年代乃為春秋、戰國時代，回顧此時期的學派學者，會發現中國重農主義起源於荀子，其學生韓非更是集其大成者。在他們經濟思想中，荀子的「慾望論」及韓非的「自止於足」皆與「知足經濟」有著類似的背景及概念，故在本文中做概略說明與三者之比較。

During the Thailand's Economic Crisis in 1997, the people soon loss their asset and then falling in panic in Bangkok. The King of Thailand bring up a economic thought in a speech at this time. But it made lots of mistakes by foreign corporation. So the King and the government of Thailand explained the thought, and developed the theory of the Sufficiency Economy step by step. Now we call the theory as ＂Sufficiency Economy Philosophy＂(SEP). Then we discuss the concept of the SEP. Finally, we will compare the SEP with the Xunzi's ＂theory of desire＂（荀子「慾望論」） and Hanfeizi's ＂theory of benefiting people by meeting their self-content needs＂（韓 非「自止於足」）.
