從社會保險純度觀點探討公教年金改革成效

On the Effect of Pension Reform for Government Employees and Educators from the Viewpoint of Social Insurance Purity

本研究係從「社會保險純度」的觀點，建構、衡量並運用與「社會保險純度指標」相對應之兩項「年金改革成效指標」，以探討台灣公教退撫制度最近一次年金改革的成效。本研究發現，若依前三項「社會保險純度指標」對應之「年金改革成效指標」，在將提撥費率略微提高至12%或提高至15%的前提下，公教人員退撫制度之年金改革成效均不到一半，其與100%完全改善之理想目標仍有一大段距離；若依第四項「社會保險純度指標」對應之「年金改革成效指標」，在「隨收隨付」的觀點下，公教人員退撫制度之年金改革成效可以經歷大約10年的「改革成效蜜月期」，其後則與100%完全改善之理想目標漸行漸遠，且持續探低，不見回頭。這些發現均埋下，台灣在可見的將來，勢必需要進行年金改革二部曲的伏筆。

The subject of this research is to explore the effect of the latest pension reform for government employees and educators from the viewpoint of social insurance purity. The content of this research, after the introduction, first discusses the financial aspects of pension reform, and explains the applicability of the concept of social insurance purity in discussing the pension reform; then in the research design stage, based on the research objectives, the research framework and methods are proposed, explain the required data and sources, and define the operational definition of the social insurance purity measurement indicator corresponding to the source data in this study; then use the latest financial actuarial evaluation reports of the pension fund before and after the reform. Based on the data in the evaluation report, a quantitative analysis and comparison of the corresponding pension reform effect indicators is carried out. In short, this study first measures the four social insurance purity indicators before and after the pension reform according to the procedures, and then further measures the direction and extent of changes in the social insurance purity indicators before and after the reform, that is, measures the two pension reform effect indicators to evaluate the effect of pension reform and explain its implications.
