機構安置往往被視為兒童及少年保護工作的最後一道防線,然而安置機構中的虐待事件卻時有所聞。本論文即以從事兒童及少年保護工作人員為研究對象,期望了解工作人員眼中之機構虐待圖像。為達上述目的,研究者採用質性研究之焦點團體法蒐集相關資料,共計舉辦10場焦點團體,52位工作人員參與。 研究結果顯示:機構工作人員對於安置院童或院童間之直接或外顯暴力、整個機構教養文化與組織內部的糾葛紛爭、安置機構經營理念、及整體安置體系建制等均是我們應面對之問題,未來在政策規劃與實務工作推動上,創造一個友善照顧者的環境、機構文化及管理制度的重塑、安置機構質量兼具及家庭重整服務等工作仍是必須賡續努力的目標。

英文摘要

Although child abuse by family members has received considerable academic and professional attention, knowledge on the issues of institutional abuse is lacking. This articles deals mainly with how the child protection workers describe their viewpoints of the abuse of children in residential placement. In order to reach the above goals, the researcher used focus group method to collect the data. Ten focus groups are held and 52 workers are interviewed in this study. All the workers are graduated from social work related departments. Among 52 informants, 15 workers are responsible for the management of the residential agencies; the others are social workers whose roles are to protect the children at risk. Direct abuse, institutional system abuse and protection system abuse are three main abuse patterns from this study. The participants are often confronted with the dilemma of finding adequate placements for the children in need. Some implications are discussed to regulate and monitor the performance of children's home. A coordinated social service delivery is needed to help construct abuse-free environment in our child protection arena.
